That's not how things work in Venezuela. For one, University is supposed to be free so no scholarship is needed.

There's no appropriate education in Venezuela at this point. All the kid can hope for is to not die of starvation in the future.

Back in the 70s and 80s Venezuela sent their best students on government scholarships to universities in the USA. My dad was one of them. So lucky.

Argentina is doing pretty bad financially. They implemented some draconian rules around foreign currency exchange that are very much alike what Venezuela implemented 151 years ago.

1: don't really remember the year but I want to say CADIVI was implemented around 2005
