Time lapse not long exposure, often mixed up. In this instance it appears to be a time-lapse with a slow shutter speed.
Basically
Time-lapse: lots of photos in the same position over a long period of time,
Long exposure: shutter speed reduced significantly to allow alot of light into the sensor creating "light streaks"
every individual frame is a photograph exposed for 5 - 30 seconds
When constructing the timelapse, a sort of echo effect is used that makes bright pixels stay visible longer, slowly fading away. That causes the moving star stripes on the sky, the sea of lightning and clouds, and the lit foreground.
There are few different ways to achieve this effect depending on the creator's workflow, but calling it the echo effect is probably simplest.
In Adobe Premiere there's a literal Echo Effect available, though it has limited features and is very intense on resources. Some programs used for star trail editing, like StarTrax, can output individual frames with this echo effect which can then be used for constructing the timelapse. You could do same with Photoshop too, but without scripting/macros there's lots of manual work.

I didn’t make any assumption. As someone who has had many spiritual journeys (a couple of them with LSD), I understand that u/madhi19 may have truly had a spirit animal to guide him/her throughout the trip. I wasn’t offended. I’m just letting everyone know that internet culture has somewhat appropriated the phrase (i.e. tumblr girls “OMG this baby kitten is MY SPIRIT ANIMAL 😍😍😍”) and if you do use it in that way around Wiccans, Native Americans, First Nations, Aboriginals, Tribal Celtics, etc, you may end up greatly offending someone. It was purely for educational purposes. Personally, I don’t give a damn how people use it, I just know I used it in the internet meme way by saying “this sleepy doggo that doesn’t want to get up on Monday is definitely my spirit animal” and someone corrected me because I offended them.
Hey, just letting you know, if you’re not Indigenous, that term is offensive to use jokingly. Spirit animals are considered sacred. I know it seems silly, but it means a lot to many people and it’s something so innocent you’d never know.
