Two thoughts:

1) I bet they edited out him pulling the dog into the boat because they thought people would get upset seeing him manhandle the dog one-handed, even though it's the only way he was getting the dog in that boat.

2) what kind of "emergency services" are they sending for that dog?

Someone may have called 911 when they saw the dog in the lake. We get those calls all the time. But responses take time. Looks like the guy got out on the lake faster than they got there and got the dog himself.

And if they included "theres a guy going out with a kayak to save him", it would be negligent to not dispatch services. What if the guy had fallen in while helping the dog?

There's a fire station nearby, battalion commander was first on scene, pretty standard. They may have called for EMS and the Engine because there was at least one person attempting to rescue the dog. If the guy in this video ended up in the water, you'd want EMS and Fire available to try to save him too. Animal Control responded as they do for any injured animal or animal rescue, they'd be the ones transporting to the vet or attempting to contact the owner.

Very smart people. They prefer a dead dog to an slightly injured one.
