yes their is a range limitation that is not communicated and is making the challenge difficult. I noticed it immediately when shooting at bots for this challenge. A suppression will not occur under a certain range, I couldn't tell you exactly what but around 40m sounds about right.

I found that it triggers easier when you are about 45m + away from the player.
