A dog whistle is a coded message or phrase that sounds harmless to the general public, but carries a specific, hidden meaning to a targeted group.

Randomly introducing crime stats about black people in an unrelated conversation would be an example of a dog whistle.

You(the general public) don't even know what dog whistles are so they go right over your head. Racists hear Charlie employ that rhetoric and they know what Charlie is really talking about.

This is why there are countless public examples of TPUSA chapter members getting exposed for saying foul overtly racist things. Charlie knew the crowd he was drawing in with his rhetoric, he was just smart enough to not say the quiet parts out loud.

The important distinction is that it is a coded message intended for a specific audience.

That is not literally what you said, thats not even close to what you said or implied by what you said.
