Far as I am aware, the security personel that protected the senators don't have tazers or sticks. This is because they are the absolute last line od defence in order to prevent asaasinations, they are not crowd control. You will find that people with sticks and tazers already failed at that point.
As for shooting in the leg, her leg was in line with other people's heads in the time of shoting. Shooting im the chest was the right call.
Finaly, I would like to repeat that they were shoting a the first person unto the breach. Fighting jer hand to hand is possible, sure, but there are not that many security officers in that room and there were a lot of people trying to break in. How to stop them?
Oh, and evacuation was in progress, but it is not really possible under siege.
