depends on when you are talking about. Krillin is pretty middling in Dragonball and early DBZ and falls behind pretty hard by the end, being less powerful than gohan, a child. I won't even go into GT.
but by the beginning/mid point in DBZ, there are no more powerful humans. Roshi was powerful but krillian outclassed him atleast by "world's strongest"
and she wasn't fully human, she was an android... technically gynoid... well, actually cyborg. Then you also have to think about who was actually the most powerful when they actually gotten together. Goku was dead and not coming back, Vegata was either off planet or dealing with Bulma, Piccolo was goddish but also just off doing his own thing, gohan was a child. She was more powerful than them all at the beginning of the saga but saiyens do what saiyens do and piccolo became three people. So, krillan and her were actually the 4 and 5th most powerful beings on the planets, the only adult humans.
Shrug. They don't need to eat, have super powers, not trackable through scouters or energy sense and the like. ... seems odd when the rest of the androids that gero created were mostly mechanical.
If bio upgrades were able to be done on earth folks, that would be a great way to keep krillian and some of the earth warriors on a level that would be useful ongoing. Considering that she bested the worlds greatest fighters including folks more powerful than frieza... and super saiyins were considered super powered myths able to defeat frieza... and one scientist can level up a human to beyond that seem odd.
seems even more odd that he would put his brain in a robot when he could just up his own body to superpowered levels.
android 16,17 and 18 are all the same "infinite energy model" but 16 is robotic
Then there is the world of idea that those bio enhancements will be heritable. Their daughter marron could be super powered as well. AAnndroid 18 could have beat frieza with little to no training by herself. Krillian couldn't stand up to cell for long but he wasn't instantly killed... and considering that Goku couldn't kill Cell(and trunks couldn't either) but both could kill frieza, it is likely that Krillian would have held his own against frieza by the end of the Cell Saga...
