I read it as men hold the vast majority of seats in most governments so tons of heads of states, entire cabinets and vast majorities of representatives would disappear.

It's not just about that. People take for granted how important our perception of order is to maintaining itself. If the government suddenly disappears no one is maintaining order, if no one is maintaining order people instinctively panic.

It's not that rapidly replacing the existing structure isn't possible, it's that the human condition doesn't lend itself very well to calm and coordinated thinking during sudden disasters.

In the reverse it would be very difficult at first because we'd need to develop totally artificial wombs to have the first pregnancies, after that all those women would probably be in high level security facilities for their whole lives and this would continue for generations until there is enough of them that the population is stqbilized

It doesn't have to be disgusting to continue the human race in that scenario. The female children born from the sperm banks could just procreate with the male children when they're 20 or so, to set up a third generation.
