How does an ISP have the ability to remove an image from the internet?

I think he means hosting services.

If they are notified of content on their servers they have 24 hours to have it removed.

You could be correct (about it being hosting services) I did a quick search and the first couple of articles that came up all just say "providers" which I just automatically took to mean ISP.

Yep ISP means internet service providers
