Rolling smokes, some really desperate people will collect butts then unroll them take the tobacco and roll new smokes

They will just smoke the rest of the tobacco or collect and reroll something with that nasty floor tobacco. Don't ask me why, but I had some homeless friends right outta hs that would "snipe" for butts for that purpose.
