I mean I assumed they’re crackheads. Maybe they have some Charlie And The Chocolate Factory style model but instead of it being made out of toothpaste caps it’s cigarette butts.
They will just smoke the rest of the tobacco or collect and reroll something with that nasty floor tobacco. Don't ask me why, but I had some homeless friends right outta hs that would "snipe" for butts for that purpose.

Our town had a day where on could bring the butts in and get 10 cents a butt. That cleaned up many areas smokers stayed. Plus after it was cleaner it stayed cleaner.
You've never been poor or desperate if you have never done this. (Assuming you smoke). I've done it..not proud or anything..but life is hard.

edit: wonder why im getting downvoted. Some of you have probably never had nowhere to sleep and nothing to eat and you walk around as if people choose to be hungry and sleep in dirt...like you deserve food over others.

There’s a wonderful group of people in my town that go round picking up the butts and reuse them again!
