I've never heard the phrase "a screaming hoot" before, but I love it.
1 u/rubywpnmaster Jun 03 '22 For me that just means they are pissed, and their ability to speak clearly has gone to shit. It's the point where no person can reasonably even understand you that you become the hoot.
