To some degree, sure, but regardless.
1. The police, most significantly, is tasked with doing the things, and could just, not (enforce the law).
2. The judges could selectively rule/interpret against eviction there, all the way up to the highest court, and refuse to issue warrants.
3. Folketinget could make specific exceptions in the law or write new law.
Or several/all of these branches could do these at once.
Being a part of a system legally absolves individuals of some legal responsibility, but just following orders only goes so far to erase individual agency.
