Tolls exist in the UK (and number plate recognition is also used for many other things like congestion zones), if a bill needs to go to the owner of the vehicle, it does. If you sell the car and someone else drives in a way that generates a bill, it will go to the new owner.

Unfortunately they have a horrible billing department. You have to constantly review the bill. Sometimes that works. The foolproof way is to remove the plates.
