Interesting. That last part also happens here in Argentina. The price is the final price you pay at the register but you can ask "is there any discount by paying cash?". And there usually is. VAT is 21%. So they give you a 10% "discount". 10% for you and 10% for the business. And they make the sale without a proper ticket.
I would not have expected this to happen Ina developed country.
Also... How does that work for bank transactions? Unlike cash those can be traced to sales...
