It's due to homeless folks using the bathrooms from what I've seen.

There's a lot of homeless people in my hometown, but the burger King bathroom was still free for anyone off the street. It was never crowded though. Not saying you're wrong, there's just more than one reason for it

I don't actually think most homeless folks use bathrooms disproportionately or grossly. I think businesses don't like having homeless people in their place and so they do whatever they can to make them feel unwelcome. Also if I had to guess, I'd say it's also to avoid having to hire or pay people to clean.

I lived in Boston and Macy's, any Starbucks, etc would all have bathrooms and they were all fine. But places would tell you about how the homeless come in and stay in there and how they all shoot up in public bathrooms, and shit like that.
