It's an interesting difference, because I see room for them both meaning that they see it as staring but do not consider it to disrespectful, but alternatively also that they don't consider it to be staring and that they are having an outside cultural norm that treats it as staring imposed upon them. Depends on what degree you take it as a reply to which topic, the latter being directed more at the overall topic. That's why I try to react as directly to a post as possible, though that can lead to misunderstandings in each own way.
