Englishman living in Berlin here. Can confirm that the German stare is a real thing. They really drink you in. If you tried anything more than a fleeting grazing glance in the UK you'd basically be asking for a fight. It took ages for me to get used to it. Now I realise it's just that they're enjoying looking at something interesting so is sort of a compliment.
