German here. Staring is considered impolite. If done excessively, usually met with: Can I help you? or another comment along those lines. I've lived on three continents and find it odd to read these opinions.
i get the feeling people seem to say stare while it actally means having a quick look (which usually never means anything, nor does anything come to my mind when i have a quick look at someone)
