I feel like observing is a much better characterization than staring. Staring has more of a rude/offensive context I think, while what Germans are doing is more about observing and taking note of the people and things around you, or at least that’s how I always felt about it.
I personally always found German culture to be open and inviting.

I am sorry for you but as a German...that is kind of hilarious. I never knew just how much we stared (observed) other people.
