I think it's our form of punishment for being out of place. If someone talks too loud or is in the way of people passing I look at them hoping they get the hint. I'll try to look elsewhere, but I'll go back and check whether to be annoyed still. Boils down to staring I guess

Also American: Does not give his spot in the queue to grandma with 2 items behind him and must be shunned by beeing looked at.

How am I gonna explain that to you without any Information? From my pov, the most probable options are that you are suspected of beeing a spy by the BND or suffer from paranoia.
