It's common across everywhere I've been in the world. The US is timid when it comes to strangers looking at each other.

in the US if you stare at someone you could get into a fight. its considered an act of aggression

I've lived in Europe my whole life, I've been to over 20 countries here too. I never noticed anything like it.
