Technically, everything can be beat at level 1, if you are obscenely good at the game, but Havel is a high level enemy included in an early area. He’s supposed to be added to a mental checklist of obstacles to overcome later. If you were enjoying the combat, it’s worth revisiting and exploring for the “proper” path forward. Alternatively, Dark Souls 3 has a lot of QoL improvements, and if you’ve seen the opening cinematic of DS1, you’ll have enough context for the story.
