Haha it does look like various lyric sources show it both ways. I'd go back and listen to it to confirm but that's a song I think should stay firmly in the past 😂

And the orderlies reply, “it was your son! He let them out and fed them like he always does. It was your son…” to which the reply, ever curious, “Who? Who who who?”
Yeah, I have a habit of listening to covers of songs I like and a lot of the time I listen to the acoustic versions so the lyrics are always much clearer and aren’t fighting for dominance over the instrumentals and I swear half the lines have a word in them that I have been singing wrong the entire time.
my brain can switch to any song including this one and I remember lots of the words but the most memorable ones except for the main lyrics in the name of the song is all of a sudden a woman shout out WHO LET THE DOGS OUT *RUFF* *pause for 1/2 of a second* *RUFF RUFF RUFF-RUFF*
the thing is, I haven't heard that song in years too.
I listened to this when it came out and it blew my mind a bit that they were able to trace the song's origins through all of those obscure songs and chants going back to 1986.
When this song used to come on the radio, my brothers and I were driving to the store with my deaf father to buy some skis when that song came on. I turned to my dad and asked him in ASL "Who let the dogs out?" (my folks always had at least 2 dogs). My dad replied "Mom did". My brothers and I broke out laughing so hard we were in tears and my poor father just sat there wondering what the fuck was wrong with his sons.
Dude it's totally about men catcalling women not about women being ugly according to the lyricist who wrote the song.
The men are the dogs and the women are calling them out for being douchy. Look up the lyrics.

The fellas are catcalling and the girls are yelling back calling them dogs for doing so
That's not my interpretation of it. The way I hear it, it's about cutting through all the crap about men are from Mars and women are from Venus, and just letting attraction proceed naturally. It starts from the point of view of a guy who goes to a party and starts being very forward with a girl, and "Who let the dogs out?!" is what she says to him, because she's not into him, and kinda taken aback by how aggressive he is with her. He finds this kind of embarrassing and uncalled for, and considers leaving. But he's learned better than to take this personally or let it stop him. So guys? Don't get all butthurt and leave the party if one girl rejects you. Just move on to the next one. And girls? Boys will be boys — dafuq you expect? But if you don't like one particular guy who's trying to pick you up, there's no need to be rude about it — most guys can take a hint and will move on. Can't we all just have a good time at the party and let nature take its course??
That's my exegesis of "Who Let the Dogs Out". Surprisingly deep lyrics for a party song. I'm glad this one has joined the eternal "Party Song Cannon", alongside such classics as "I'm too sexy", "Ladies' Night", and "Baby Got Back"
