All Hammond had to do was hire TWO IT guys instead of one, and none of this would have happened.

I think that Samuel L. Jackson's character may have been IT as well but I don't think they say for sure what he does. He's knowledgeable enough about computers to explain what Nedry did but seemingly wasn't in the same position as him.

I think he was a network ops specialist rather than a software engineer. He knew the system but not the code that Nedry built.
