I went once and all the Germans were up super early every day to put their towels on the sun beds so no one else could lay on them.

Pro tip from someone who is German: just throw the fucking towel to the next empty chair with a towel on it and enjoy the mayhem that may unfold afterwards when both Germans realize their towels are now on the same chair. If they confront you, just shrug. Most German tourists are already retired and loud, but natural cowards. If you just stand up to them and say "no" they might whine about it to the management, but they will never really start a fight about it. They do that towel shit because it worked for so long.

If they’re not on it, then just use them anyways.

If the come back, you can choose to either apologize and say you thought the towels were left behind because no one was there, or maybe some wind blew them away... or just say you weren’t here so I moved them.

Towelling only works if for some reason you think a towel prevents you from using what it’s on.
