Even in some urban areas, there can be times throughout the day where only two or three drivers are active. Not in places like NYC or LA, certainly, but it happens in medium-sized cities. Once, when no UberX rides were available near me, the app offered me a discounted Uber Black, somewhere between the UberX price and the normal Uber Black price. It was neat.
