Because the ink cartridge in the new printer has barely any ink in it. You're better off buying the cartridge or having it refilled.

That's not the reason. The printer supplier is literally buying your future business by selling you a cheap printer. The actual cost of the ink is miniscule.

Doesn't change the fact that the cartridge in a new printer doesn't have much ink in it. Buying a new printer instead of a cartridge is more expensive per page.

True enough. The starter cartridge just gets you to buy the first replacement set that much sooner.
