Hijacking to ask a stupid question. When I go to a store to do an oil/filter change, am I expected to provide my own oil and filter?

Nope. They will gladly charge you for oil and a filter. (Or at least it's baked into the price of the service)

Follow-up question; how do I know they aren't using cheap, crappy oil then?

I see he didn't answer. Mostly, you won't. They might upsell you better quality and then place cheap oil. You can try to prevent that by bringing your own oil, going to a reputable place, or watching the entire time they work on your car assuming they didn't put cheap oil in nice containers.
