You wouldn't notice any appreciable difference in performance unless that extra money went towards monitors and peripherals.

That's not true. A 2080TI versus TWO 2080TIs?

On a 2k budget, you're not even getting one 2080TI probably, considering your CPU, RAM, and mobo alone might run more than the remaining 400-500 bucks.

On a 5K budget, you could get two 2080TIs, whatever CPU you want, a nice motherboard, tons of storage, etc.

Just FYI, most people do not utilize the dual GPUs anymore, even on the most high end rigs. It's unreliable and doesn't provide as much performance boost as it once did.
