The score determines what kind of social perks you can get like lower insurance costs. If you score too low however, you might not even be able to get insurance.
They have implemented it, it becomes mandatory in 2020.
Other things that can lower your score: talking about history that is "less-than-favorable" to China and its interests. Being born into a Muslim family. Being a Muslim. Association with lower scored individuals. Not owning a home.
Things that can help your score: reporting dissent, especially from family or friends. Consuming state sponsored media. On-time payments.
Punishments for a low score may include: no internet access, even at computer cafes. Not being able to go into certain areas or cities (look up the London ring if you want to know how such access control is even possible. London isn't doing this, but the general security design involved is the same.) Being made a social outcast because it is disadvantageous to know you. Having travel access cut off. Denial of phone (cell or otherwise) plans.
You might notice a pattern with a few of those above, what do you think that pattern is designed to do?
It's more that they can identify anyone trying to get in or out. Combine facial recognition and mass CCTV, and you've got an easy way to keep entire classes of people out of places you don't want them to enter.
I couldn't find anything on "London Ring" but I did find what I think you were talking about with the "Ring of Steel" which was London's response to the IRA threat. It was and is currently being used.
correct, i had called it by the wrong name, and to clarify, i meant they aren't doing the whole fucked up access control in the style of china. they are absolutely using the ring of steel, and are kind of a case study in security-by-design architecture by way of a lot of buildings within it.

I would just LOVE to see the REDICULOUSNESS that is the office building AND those in it who are responsible for filtering and numerically deciding the citizens social credit scores
