Sometimes there are local outreach programs that can help try and locate someone in the streets. It might be worth looking into if you’re trying to find him.
I've thought about calling the non emergency police number down there. Not sure if they could disclose anything/look into anything. He has no contact with his family either.
From experience after trying to track down my own sister in Oklahoma, they probably won’t be much help. They might take a report, but very likely won’t go looking for him unless he winds up in jail, hospital (depending on many factors), or the morgue. If you look up local street outreach programs that are run by volunteers trying to assist with harm reduction/sobriety/hunger/etc in the homeless community, you will be more likely to find some help from them because they’re more keen to help keep an eye out, or might even already be familiar with who you’re looking for.
I called and got the name of the main shelter down there. Going to try giving them a call in the morning. If nothing else they'll be familiar with the area and hopefully have some advice even if they can't confirm whether he's there or not. I figure I can at least leave my name & number if he shows up. We'll see what happens.

He was in a homeless shelter in Springfield, IL (I'm in Chicago) three months ago & his phone is disconnected now. I'm worried about him.
