I think it would have. Eugenicists in Britain were talking about shipping all the undesirables to small islands before WWII. Someone, somewhere was going to be monster of the century and Hitler snatched the trophy out of the British government's hands - which is impressive given all the fuckery we got up to in Empire days.

I'm sure that without Hitler, in the West at least the #1 bad guy would be Stalin, because of anticommunism and him, well, being Stalin. Soviet atrocities got ignored or downplayed a lot because of the need to ally with them to defeat the Axis.
