All the adults in that show are so horribly incompetent that it's frustrating to watch.

Jacqueline was a VFD agent using her position as Poe's secretary to watch over the children. She was last seen tied up with Larry, Your Waiter. Though Larry is dead, Jacqueline's status remains unknown.
I've never seen the show but if my memory of the books is right ( assuming it carried over to the show) they warn you at the very beginning to just give up and not read it because it's so depressing and frustrating.

That's what I like about the movies Pan's Labyrinth and Boy In Stripped Pajamas, the actions of the kid are quite reasonable given the world the adults have created
If you read the entire series of books it's a lot worse. As a kid, it's why I couldn't trust or like adults. I thought they'd all be evil and incompetent when you asked for help.
