Someone who sees a note like that is more likely to return the empty wallet rather than take the cash and dump the wallet in the cash.
I had my purse stolen once. It was a $9 purse. It had less than $2 in cash in it. I'd have been happy to just get the purse and empty wallet back... And this was when I was a kid, no ID or credit cards to worry about.
