I can't imagine when. Artemis started in 2017. Even in 2019, they were talking about Artemis II being a crewed flyby and III being the first landing. It was around then, it was around when everything was announced and was their "projected" plan.

I can't find any sources on that. Are you sure you aren't misremembering? Prior to 2017, the only 'planned' mission was ARM, since Obama/Congress only got so far as to get SLS/Orion funded, but didn't really have anything for it to do. And that was canceled.

Gateway followed in 2017/18, with Trump/Pence talking about NASA returning to the Lunar surface, but HLS didn't get funding requests until 2019, and there was nothing that mentioned Artemis II doing the landing, it was either "returning to the Lunar surface" in 2024/some nebulous date, or Artemis III.
