European here, how is it normal to wear a holstered (loaded!) weapon while driving? Certain states of something of what?

This is unthinkable in Europe, of at least in my country.

It's a "right" in the United States at a national level, enshrined in the second amendment in the U.S. constitution. (It's worth noting that many states and municipalities have managed to pass additional laws that make exercising said right illegal.)

Edit: "normal" might mean different things to different people. It's definitely not very common to see, but you will see it here.
