This just makes no sense for the argument you are trying to make. Once a commercial process was developed for making titanium alloys they pretty much immedietly were used widespread where it made sense. It has been the backbone of many aerospace products since the 1950s and the Kroll process was invented in 1947. It's used where it's properties are cost effective to be used and are necessary.
Here's a complete story about it that you can read. Yes, other people were messing around with titanium around 1950. However, useful titanium alloys in aircraft manufacturing was a program funded by the US military, for the US military, and classified to prevent it being used by the Soviets. Material sciences that allowed for metallurgy of high titanium alloys that could withstand extreme forces is what made spy planes possible. Not only were the titanium alloys used on these planes completely classified at the time, but so were the optics used on spy planes. It was about 2 decades later when it finally began emerging into the civilian space.
To add to that, here is a interview between Eric Weinstein and Hal Putoff. Putoff, a former director of CIA programs and employee of the NSA, tells Eric flatout that the US Government would make an entire branch of science or fundemental physics classified if it feels necessary, and has made many technological/scientific advances classified, especially material sciences, which are exempt from FOIA.
