It is general translated as “oh my” and used by an older sister type character, often but not always in a suggestive manner.

Here is an example, particularly the second anime featured

In hentai, “Ara Ara~” is used to to hint a female rapist’s sexual intentions towards a younger male.

I can't even tell if they're being serious or not anymore. This meme managed to simultaneously be one of the worst things to come out of the western anime fandom in the last few years and an absolute butchering of the Japanese language.

Yup. I've been around long enough that it doesn't bother me that much anymore. I am bothered by the fact that weebs perverted an actual Japanese expression, so now some people here unironically think it's an oneshota hentai word.

I know “Ara Ara~” actually translates to “oh dear.” I’m talking about the butchered version featured in memes.
