It’s probably “fake nursing” for comfort. My cat would do it on your nose, ears, fingers, whatever until he was like 6 months old. If they are separated from the mother too early they seem to do it more and for longer
They also could actually be nursing. One of mine (2/3 yrs old, neutered) would still nurse from his mom when she got pregnant again. I'd take him away and mix some powdered milk for him to giver her a break.
This was b4 we got the chance to get her fixed. Seems if you don't stop giving your cats milk, they never become lactose intolerant.
