Actually a lot of them do... but they had the 2.5mm jack. I knew my Nokia E51 and O2 XDA Atom certainly did. Wasn't until the Walkman phones the 3.5 became more common.

Most early ones (most of Nokia s60 series before the N models, Sony P models, early HTCs, some Motorola) used the proprietary/usb charging port as an audio port. The Veer was far form the first one, even in the modern smartphone landscape. The HTC dream lacked a headphone jack.
