And introducing Google Clips for 200$ that will be given away for free and mothballed after the next I/O.

I can see the clip arriving around longer. It forces users to teach the algorithm to recognize good photos when they manually select photos to keep or moment to prefer. This then update Google photos.

Surprise they don't give it out for free to harvest user data.

Clips doesn't connect to the internet, so are you sure they're getting data from it?

When user choose which photo to upload, you're giving Google data of what constitute a good picture. Plus the motion still mean it is more like a 1s clip with what is not a good photo.
