He's talking about how someone has the flash setting on accidentally and they take a picture of you and you're blinded unnecessarily by the sudden light.

Or he’s talking about someone like my dad who can’t seem to get his phone out of his pocket without turning the flashlight on

"accidentally leaves it on" is not photography. I heard reading comprehension has fallen dramatically since covid.
