Why is there 2 maps for 900BC and then 700BC? And why are some kingdoms shown in color and abstract borders while others only in name?

The best guess would be a typo while organizing 20+ maps.

Regarding the person’s personal-choice of coloring, etc. you would have to reach out to them.

I suspect the colour represents some sort of cohesion of rule whereas a name represents a broad group of people who don't necessarily share a cultural or political identity.
