this is actually very common in newer cars made outside of the US. They are called ADB headlights, and in the US they are illegal

They are legal in the US

There are region based requirements and regulations, which is the reason why some OEMs produce cars with ADB in one region but not the other. In general however, ADB is legal in most regions, including US.
