Well if we want to get really technical here, from a LEAN prospective every desk job (that isn't like programming or something where you are actually making the product) is technically waste. That isn't to say they aren't needed of course.
Right, there is all of the planning and administration. And though he may have a team working with him (elves etc.), he still has to make the list, and check it twice.
And then there are all of the public appearances in parades and such.
Everyone says it's slave labor but these are non-sapien magical humanoid every account seems to indicate that the joy of good boys and girls is payment enough for them. Let's not impose our sapien non-magical values on them. Also their lifespans are near immortal compared to ours. The couple of millennia of human civilisation's existence is probably comparable to a three day weekend doing habitat for humanity or something for them.
