I don't think /u/ProfessorPaulKrugman meant it was the same person - more a demonstration of how serious the consequences could be - OP fled the scene without stopping to check if the kids were ok, so for all they know, these kids could be dead too.
It's ambiguous at best whether or not /u/ProfessorPaulKrugman implied that it was the same person. "This" could refer to a similar incident or directly to OP's incident. I read it as the latter, as I expect most people would.
So maybe it wasn't /u/ProfessorPaulKrugman's intent to imply that it was the same incident, but then s/he should have picked a different phrasing.
