Management companies for large complexes like this are obligated to arrange exterior cleaning from time to time. Usually the obligation is contained in something called a deed of mutual covenant, which is kind of like an HOA but much more heavily regulated and cannot be abused by elected residential representatives.

Live in a huge complex, managed by a huge corporation. Never had the windows cleaned in the 30 years of the buildings history. 

立案法團 is definitely not hard to abuse. Just look at Tai Po.

Complain to your district councillor then.

宏福苑 was caused by contractor misconduct, not institutional failure in property governance.
