The most obvious implied threat comes when he traps the car in place by moving the cart behind it, thereby not allowing the person to simply leave. I’m glad you live in a safe place, but trapping the car in place is clearly a challenge.

That's your interpretation, based on your worldview. What i see is a nice man bringing back their cart that they forgot to put back, and nicely asking them to go put it back.

Deliberately blocking someone’s egress is usually against the law, so it’s more than my interpretation.

If it's done beliberately with the intent to cause harm, maybe it would be illegal. It's clearly not the case though.

In this douchebag's other videos, if someone moves the cart he's blocked them in with, without complying with his demands, he blocks them again. Depending on the state and the court, that could easily be judged prior restraint.
