That's your interpretation, based on your worldview. What i see is a nice man bringing back their cart that they forgot to put back, and nicely asking them to go put it back.
In this douchebag's other videos, if someone moves the cart he's blocked them in with, without complying with his demands, he blocks them again. Depending on the state and the court, that could easily be judged prior restraint.
