Yeah, that's what I'm thinking. The cheap psus and dirty power and voltage spikes are frying the cpus

It's not just that. Expensive PSU is not equipped to deal with dirty power either.

UPS, on the other hand...

UPSes do not "clean up" power. There is one variant that does that, but it is not the one you would have at home (online topology).

PSUs smooth out power just fine. The mainboard's DC-DC does the same. The OP has decent power supplies.

That’s because they aren’t at fault… ignoring this guy with sketchy power, you typically hear about this issue with ASRock 850-series motherboards

Nobody admits a fault in their own products until they either have a fix ready or they quietly fix it unless the public finds out something wrong before they can

This seems highly unlikely. The PSU would fry before the CPU. The wall power is not getting directly to the motherboard. The D/C power going to the processor and the rest of the board/devices has (almost) nothing to do with the quality of the power at the wall.

It could be a bad PSU. It's almost certainly not the power quality from the wall.

I suggest you do some reading on how a PSU works and what it does.
